Just like have fired from the job, after termination is given, directly adsense publishers are not allowed anymore to do with Google adsense. Including login to their account. In another side, Google still fair by give everything that your rights. Example, before you banned, you could get a check from google. And this check can still be paid.
1. Why be banned?
The main reason why publisher can be banned from Google adsense of course is considered break the role using Adsense that listed in their policy. Probability to allowed join again to be publisher adsense, frankly just 5-20%. But if succesfull, your earning will back. So, it never hurts to fight to the death.
The second way is register again as a new publisher. This way the most traveled, and in fact, not a few who are now successful with a new identity after the banned.. There is some important things you should know if you choose this way ;

- Dont use same identity. Including name, address, phone number, email.
- Do not register the same site, and when you are received back, do not put ad units on a site that had previously been fitted with adsense with your old account.
- You can register with the same computer, but if possible, avoid to use it.
- If the previous is in breach, dont do it again !
